Laws meant to settle problem of slavery, CA becomes a free state, and new fugitive slave law passed caused conflict by failing to resolve slavery issue. To please the North California was a free state and slave trade would be abolished in Washington D.C. The South had no laws that would abolish slavery but congress would pass stronger laws to help slaves recapture runaway slaves.
