    Signed into law October 1963 by President John F. Kennedy - the Community Mental Health Act altered the delivery of mental health services and inspired a new era of optimism in mental healthcare.

    The law is a reauthorization of the Elementary and Secondary Education Act. The major focus of No Child Left Behind is to close student achievement gaps by providing all children with a fair, equal, and significant opportunity to obtain a high-quality education. Requires all public schools receiving federal funding to administer a statewide standardized test annually to all students.

    preserves the basic structure and civil rights guarantees of IDEA but also makes significant changes in the law. Most provisions of Public Law (PL) 108-446 go into effect on July 1, 2005. The requirements regarding “highly qualified” special education teachers became effective immediately upon signature.
