History of Special Education

  • Council for Exceptional Children

    The Council for Exceptional Children is a set of standards to guide educators throughout their educational careers. This varies from development, differences, environments, assessments, and planning strategies.
  • Cuyahoga Council for Retarted Citizens

    This event started because mothers of students who had disabilities protested to have their children expelled from school because of their disability. This helped to start change for those in schools who have a disability to receive a proper education.
  • National Association for Retarded Citizens

    This group of citizens/ multiple advocacies, came together to make sure that all parts of the judicial process were met when it came to students with disabilities.
  • Brown vs. Board of Education

    This predominant case made it so all students regardless of their race or disability were given an education in the same setting. Students black and white, disabled or nondisabled learned alongside one another.
  • Section 504

    Section 504 gave protection to students with disabilities. This includes Free and Appropriate Education and Least Restrictive Environment. Students who are eligible are considered to have a physical or mental disability that negatively impacts their learning.
  • Education for All Handicapped Children Act

    EAHCA allowed students ages 3-21 to have an education in the public school. Within this Act, it also included due process, zero rejection, LRE, and supplementary services.
  • Least Restrictive Environment (LRE)

    Least Restrictive Environment made it so that students with disabilities could learn alongside their nondisabled peers. This also included paraprofessionals and teaching aids to help those learn within the classroom.
  • Handicapped Children’s Protection Act

    Signed by President Ronald Regan in 1986, the HCPA made it so that parents whose child has a disability had more say in their Individualized Education Plan (IEP)
  • Americans with Disability Act

    Another Act signed by a President, the ADA was implemented by George W.Bush to give equal rights to those with disabilities. A person can not be discriminated against in either work or school and even on public transportation.
  • Individuals with Disabilities Act

    George W.Bush once again signed this Act into place. The IDEA which is a legal law truly hones in on the important parts of providing a student with a disability a proper education. This includes FAPE, LRE, IEP and more.
