The American School for the Deaf was the nation's first official deaf school and a proponent of offering deaf students and those with difficulty hearing to be able to complete educational programs and services. Their goal was to be an inclusive community in which they bring forth honor and value to diversity. The Elementary and Secondary Educational Act is a plan implemented by the US Department of Education to provide financing to institutions that have a high proportion of children from low-income families.
