In fairness to John Calvin (I'm a Presbyterian), Martin Luther and others, this was the general view held at the time. Calvin, in particular, advocated health and education reforms that benefited the general population, even if he was not particularly enlightened regarding people with disabilities.

This reauthorization included important changes/additions to the law such as the need to address communication needs for deaf students and the availability of Braille resources and O&M teachers for blind students. Major revisions in 2004 have also affected how students with disabilites receive services in public schools.
