o Major changes included quality of personnel (SPED specialists must be fully certified by the state as teachers and have a license to teach, must demonstrate competence in the academic programs they teach) -
o Goal was to stimulate economy activity in many areas, including financial and social institutions, and education, to ensure the longtime economic health of our nation
