  • Public Law 88-164

    This law authorized funds for training professionals to work with children with disabilities and for research and developmental disabilities.
  • Section 504 of the Rehabilitation Act of 1973 (PL 93-112)

    o Brought in to the play when the rights of individuals with disabilities have been denied or interfered with
    o Key provision-it is illegal to deny participation in activities or programs solely because of a disability. Individuals with disabilities must have equal access to programs and services
    o Children who might not meet the criteria of IDEA mays till be judged eligible for services under Section 504
  • Public Law 94-142 (Education for all Handicapped Children Act)

    o Was not in effect until 1977
    o Designed to “ensure that all handicapped children have available to them a full appropriate special education and related services designed to meet their unique needs”.
    o Law placed more pressure on public school systems in the area of assessment, parental contact, and student evaluation
    o Six key principles include: zero reject, nondiscriminatory evaluation, individualized education program, least restrictive environment, due process, and parental participation
  • Public Law 99-457

    o Education of the Handicapped Act Amendments of 1986
    o Allocated funds for states to develop plans and programs for children/families from birth on
    o Title of the Education of the Handicapped Act was changed to Individuals with Disabilities Act
  • Americans with Disabilities Act (PL-101-336)

    o Extends civil rights to persons with disabilities
    o Guaranteed without regard to race, color, national origin, gender, or religion to the Civil Rights Act of 1969
  • Public Law 107-110: No Child Left Behind Act

    o Major education legislation in George W. Bush’s administration
    o Purpose was to hold schools and educators responsible for bringing students to a minimum level of competency
  • IDEA (Individuals with Disabilities Education Act)

    o Reauthorization of the original legislation; designed to strengthen and improve earlier versions
    o Major changes included quality of personnel (SPED specialists must be fully certified by the state as teachers and have a license to teach, must demonstrate competence in the academic programs they teach)
  • American Recovery and Reinvestment Act

    o Goal was to stimulate economy activity in many areas, including financial and social institutions, and education, to ensure the longtime economic health of our nation
