    Kohler Strike Over New Collective Bargaining RightsThis law gave all workers the right to organize a sanctioned range of union organizing activities. Not everyone was happy about this new law. Within the next year, a strike that lead to two deaths occured here in wisconsin.

    Wisconsin Legislature Passes Nation's First Unemployment Compensation Law
    John R. Commons, an economist from the UW system, had been trying for years to pass an unemployment compensation law before the great depression but never succeeded. It wasn't until 1932 when Harold Groves's version of a bill finally passed. It became a model for the nation. Left: Milwalkee Governor Philip F.     Danial Hoan, Milwalkee's governor created a confrence of mayors to try and pressure the U.S. Government to provide support.
  • Franklin D. Roosevelt Appoints two Wisconsinites to the Committee of Economic Security

    Noticing Wisconsin's success, FDR appointed two economists from the UW system to the Committee of Economic Security. Their names were Arthur Altmeyer and Edwin Witte. Together, they studied economic systems of other countries and developed a program that established a national retirement-age insurance system, federal-state unemployment insurance, and aid to dependent mothers and others who could not work.

    The controversial bill was proposed to save the state 30 million dollars in the first year and 300 million by the second year. It would lower taxes, eliminate collective bargaining for state workers except for wages. Firefighters and Police were excluded. Unions would have to seek pay increaseases by a popular vote. Walker claimed this bill would avoid thousands of layoffs.
