3 weeks later Gov. Booth Gardner signs the Growth Management Act (RCW 36.70A) into law. The Act requires the largest and fastest growing counties to conduct comprehensive land-use planning, including concentrating new growth in "urban growth areas."

Governor signs it into law 1 week later. This bill includes a provision that allows cities to annex properties in a fire district without consent of residents.

At a Land Use and Environment committee meeting, the staff informs council and committee members of the change in regulations as a result of SB 5808. Council members direct the staff to move forward with the two small island annexations in 2010.

In an update to the Land Use and Environment Committee, city staff inform council members that the city has decided to exercise the option to annex the islands. Staff hopes to finish the annexations by the end of the year.

A Land Use and Environment committee meeting explores island annexation possiblities. Several residents of Island 4 (eastside of Olympia?) attend the meeting. As a result of their objections, council members decide not to "force" annexation of this island against the wishes of the people. No representatives of Islands 9 and 10 are present -- perhaps because these islands only have between 9 and 10 residences -- so the council decides to proceed with annexation of Islands 9 and 10.
