While the attack was unexpected, The US had been publicly condemning Japan, and imposing tariffs on them for their actions in Asia. Japan attacked the US in hopes to pause their military action for a while; however, days later, the United States declared war on Japan. By the end of the week, the United States declared war on Germany, officially entering WWII.
