After Richards proposal congress didn’t immediately act on it the vote was set for early July. They felt it was appropriate to form some sort of explanation to the king and of the five considered for the job, the five considered Jefferson the most talented writer among them, and agreed on following his words -
Congress approval
Finally in July of 1776 congress finally approved of the Declaration of Independence with a vote of twelve to none
