President Kennedy sent a comprehensive civil rights bill to Congress because he was in agreement that being a different race should not cause discrimination. He wanted public funds that taxpayers provide to not be used in a way that furthers discrimination, so he worked toward producing this bill. -
Civil Rights Act of 1964 was passed including title VI which prohibited race and national origin discrimination. -
