    Putin's presidency was good for the country, but not as good for the people. He is a smart guy and he knew what he was doing. He more than doubled the country's GDP in only a couple of years, and pulled the country out of bankrupcy. As his second term was coming to an end, he changed the law about not being able to be elected for a third term at all, to not being able to run for a third consecutive term. He changed it legally, with the same kind of vote he used to get elected.

    Putin becomes the prime minister of Russia, because he cannot run for a third consecutive term as president. Even though he is not the president, he is still essentially in control of the country, and he can still control exactly what happens in the country. However, he is not "officially" in command.
