    Jean-Marc Gaspard Itard

    A physician who worked with the deaf. He is seen as the person who began special education. He attempted to work with mentally-underdeveloped children on a scientific basis.
  • Tomas Hopkins Gallaudt

    Tomas Hopkins Gallaudt

    He was a founder for the first school for the deaf. He wrote "Plan of Seminary for the Education of Instructors of Youth. He proposed special schools for the training of teachers.
  • Edouard Seguin

    Edouard Seguin

    He was one of the first psychiatrist to use modern educational methods for teaching the severely intellectually disabled.
  • Section 504 Rehabilitation Act of 1973

    Section 504 Rehabilitation Act of 1973

    Was established to provide a free appropriate public education to children and youth with specific disabilities. It was for individuals 3–21 years old. States receive some federal dollars for excess cost of educating students with disabilities.

    This law prohibits discrimination on the basis of disability. If any programs are conducted by federal agencies or receive any federal money, they can get in trouble.

    The IDEA is established for use of educational programs to offer services to students who need them.

    There was the mandated services for preschoolers with disabilities, ages 3–5. It allowed for early intervention services for infants and toddlers, from birth through age 2, with developmental delays or disabilities. The Individualized family service plan (IFSP) established for infants and toddlers.

    Now included in to law was the identification of Autism and traumatic brain injury as discrete disability categories. Students could now receive rehabilitation counseling and social work considered related services. The established requirement of an individualized transition plan (ITP) by age 16 to support students. States’ immunity from lawsuits for violating IDEA can now be repealed.

    Student in special education classes are now required to participate in state and district assessments. Since they have access to to general education curriculum.

    The Act emphasizes that the definition of disability should be described to cover a more broad range of individuals to the maximum extent permitted by the terms of the ADA and generally shall not require extensive analysis.
