Special Education Timeline for Educational Psychology

  • Institutions

    Influenced by European philosophers, institutions were built to care for people with disabilities. They were meant to create equal rights, but instead they were inhumane and cruel environments.
  • First Class

    The first class for students with disabilities was a class for deaf students. It was located at the Horace Mann School for the Deaf. It was not state funded, so most of their funding was limited.
  • International Council for the Education of Exceptional Children Convention

    The first convention was help in Cleveland, Ohio.
    CEC is now the largest organization dedicated to exceptional students.
  • Parent Advocacy Groups

    Along side the Civil Rights Movement, parent advocacy groups were created.
  • Civil Rights Movements

    The Civil Rights movement was in the 1950-1960s. It raised interest in equality for exceptional students.
    During this time the National Association of Retarded Children and the United Cerebral Palsy Association began.
  • "Learning Disability" Term

    Samuel Kirk created the term "learning disability" for exceptional students.
  • Rehabilitation Act

    The Rehabilitation act was meant to end discrimination based on a disability in education and jobs.
  • Education for All Handicapped Children Act (PL 94-142)

    PL 94-142 provided guidelines and requirements for exceptional students education. It contained 6 major principles.
  • Amendments to IDEA

    Two of the amendments made were positive behavioral support and functional behavioral assessment.
  • No Child Left Behind Act

    The No Child Left Behind Act states that all children are to be held accountable and take the required assessments. This includes those in special education.
  • Individuals with Disabilities Education Improvement Act

    Part B includes guidelines and funding for special education students aged 3 to 21. Part C includes guidelines and funding for special education infants and toddlers.
