    RTT DocumentThe federal government, under President Obama introduced the Race to the Top initiative. This program rewarded states for focusing educational goals that algined with STEM objectives. This was a result of the American Recovery and Reinvestment Act of 2009. Critics of this reform argue that RTT only proliferates standardized testing.
