    In 1689 the English Bill of Rights went further in protecting the rights of citizens. The document said that parliamentary elections should be held regularly.It upheld the right to a trial by jury and allowed citizens to bear arms.

    One of the strongest supporters of a bill of rights was george mason of virginia. In 1776, mason had written the bill of rights for virginias constitution. After the Constitutional Convention refused to include a bill of rights, mason joined the antifederalists

    After much debate, the Continental Congress approved the first American constitution in 1777. The Articles of Confederation created a very loose alliance of 13 independent states.

    Virginia voted to ratifi in late june. In New York, the sturggle went on for another month. In july 1788, the state convention voted to ratifiy.

    The Land Ordinance of 1785 set up a system for settling the Northwest Territory. The law called for the territory to be surveyed and divided into townships.

    In 1787, Congress passed the Northwest Ordinance. It set up a government for the northwest territory, guaaranteed basic rights to settlers, and outlawed slavery there.
