    Frederick Taylor developed the: "scientific theory". Which is careful measurement of activities and results; with careful specification and measurement of all organizational tasks. Workers were rewarded and punished; this approach worked for organizations with assembley lines, and other mechanistic, routinized activities.

    Human Resource departments were added to organizations; playing a strong role in helping to understand the needs of its workers and how the needs of the organization and the needs of its workers could be better aligned. New theories evolved, many based on the behavior sciences.
