The law is about the segregation of black students. It was decided that separate was not equal. This case opened the door for special education parents and teachers to fight for the same right for students with disabilities. Parents and teachers a like thought that disabled students deserved an education like all of the students with out disabilities.

This case relied heavily on the Brown case. This case said that there are four old laws that played a part in keeping students from being educated. One of the laws state that if a student did not meet the mental age of five then they would not be allowed into school. Teachers and parents believed that the students rights were being violated under these laws.

This case was just like the P.A.R.C v. Pennsylvania but it added students with other disabilities. This disabilities included ADHD, mental trouble, behavioral and emotional. It keeps them from being denied placement. They believed that it was because of financial short comings. The court said that lack of funds was no a reason to deny a student an education.

This case made it so that the school could not do so. It states that they must go through steps before a student can be kicked out. The case was ruled in favor of the student not being kicked out.
