    The Community Based program was a good method but a lot of those criminals were caught commiting crimes again. The warehousing era demanded that criminals to be punished by mandatory minimum sentence required. That created the overcrowding of prisons.

    Punishement was the main focus. An offender will be sentence to the severity of the crime. Parole or any supervison outside of prison was the least important factor. Mandatory sentence and less focused on rehabilitation.
