Before this time, students with disabilities could not attend public schooling. There was very little information on how to help students or teachers deal with the different disabilities by that time. There were special schools only for students with disabilities, even if they did not need to be there. There was no way to control the quality of teaching to guarantee students would receive accommodations to benefit and learn appropriately. -

Garret F. was a student who was quadriplegic and needed special support during school days, his parents provided it until they asked the school to continue with the support but they refused. IDEA modifies in 2011, where it extends to children from birth to three years of age. This part C makes sure early intervention for infants, toddlers, and their families is provided with the support they need.
