    Grants federal funds to states for programming for exceptional learners. Provides the first federal funding of state programs for students who are gifted and talented. Grants students and families the right of due process in special education placement.
  • Education for All Handicapped Children Act (EAHCA)

    Education for All Handicapped Children Act (EAHCA)

    Education for All Handicapped Children Act is also known as the Mainstreaming Law. Requires states to provide a free and appropriate public education for children with disabilities (ages 5 to 18). Public schools are also require to evaluate the children and create an IEP with the parents.

    Education of the Handicapped Act Amendments

    Education of the Handicapped Act Amendments requires states to extend free and appropriate education children with disabilities (ages 3 to 5). Establishes early intervention programs for infants and toddlers with disabilities (ages birth to 2 years). It also extends coverage to include children with autism or traumatic brain injury.

    Individuals with Disabilities Education Improvement Act

    Allows districts to use a response-to-intervention (RTI) model for determining whether a child has a specific learning disability, and no longer requires that a child have a severe discrepancy between achievement and intellectual ablity to qualify. Raises standards for special education licensure. Adopts policies designed to prevent the disproportionate representation of students in special education by race and ethnicity.

    The Assistive Technology Act of 2004 was signed into law by President Bush on October 25, 2004. This act provides assistive technology to children with disabilities. Providing these devices can help children participate in daily activities on the same level playing field as their peers.

    Every Student Succeeds Act (ESSA)

    ESSA was signed by President Obama, the previous version of the law was No Child Left Behind Act. This act provides students with disabilities equal access to high academic standards. Schools will also be held accountable if students are not making progress.
