    Federal Funding is Approved. President Roosevelt signed into law the Social Security Act on August 14, 1935, which established a funding through generations: The young workers would contribute through payroll taxes, and retired workers would have a more secure retirement. Because of this Act, The elderly are more able to live above the poverty line.
  • Foster Care is Funded

    Foster Care is Funded
    With the development of Title IV-A, also called, Aid to Families with Dependent Children, includes foster care funding for children who were in this system. Children were eligible if a court determined that "remaining in the home was contrary to the child's welfare". This was initially a temporary action, but in 1969, participation in the program was made mandatory for all states.

    "In 1969, participation in the program was made mandatory for all states. While reporting is incomplete, by 1969, 30 states did report that 16,800 children were receiving benefits under the program. By the middle of the 1970's, more than 100,000 children were receiving benefits."

    This law helps keep Native Children in the tribe. According to NICWA website, " The special political status of Indian tribes, as well as the history of biased treatment of Indian children and families under public and non-Indian private child welfare systems, is the basis for the enactment of ICWA (25 U.S.C. § 1901). Indian children have a unique political status as members of sovereign tribal governments."
  • National CASA Association is established

    National CASA Association is established
    CASA is created to serve as an umbrella organization for the growing number of programs in the country. The National CASA Association is a network of 946 programs that are recruiting, training and supporting volunteers to represent the best interests of abused and neglected children in the courtroom and other settings.
  • Indiana Office of Guardian Ad Litem created

    Indiana Office of Guardian Ad Litem created
    CASACourt appointed special advocates was also created. In 1977, a Seattle juvenile court judge concerned about making drastic decisions with insufficient information conceived the idea of citizen volunteers speaking up for the best interests of abused and neglected children in the courtroom. From that first program has grown a network of more than 946 CASA and guardian ad litem programs that are recruiting, training and supporting volunteers in 49 state

    Safe Families ActPurpose: To promote the adoption of children in foster care. According to AFSA "The Adoption and Safe Families Act of 1997 puts into place the most sweeping changes in federal child welfare policy in two decades and reflects a growing national concern that too many children linger in foster care without a stable, nurturing home to call their own. Once a child comes into foster care".
