They wanted children to be able to read well enough to understand religion and secular laws, and so put an emphasis on education for the first time.

    The federal government's first serious attempt to hold states, districts and schools accountable for fixing the unequal achievement among different students. Not only was this important because it made sure that students were performing at grade level, it also made sure that schools employee highly qualified teachers. This law made sure that students were succeeding and if they were not, it made sure things changed until success was met.
