  • Elementary and Secondary Education Act

    -Congressional legislation, federal level
    -Provided federal funding for education programs for disadvantaged students
    -States distribute funds based on number of low-income students per school
    -States only had to report appropriate use
  • Report "Reclaiming our Nation at Risk"

    -The U.S. was not keeping pace with progress of other nations
    -As a "world-class" system of education, our children were now "at risk" as was our nation's economic future.
    -Recommendation -Schools should adopt content standards and higher expectations for academic performance. Four year higher education institutions should also raise the standards for admission.
  • Improving America's Schools Act and Goals 2000 Educate America Act

    Improving America's Schools Act - required state academic-content standards and tests.
    Goals 2000 Educate America Act - federal funding for content standard development.
