    The Socio-economic environment of the country after the genocide was marked by poverty, disease and devastation. The government through its leadership wanted to resolve these issues by strengthening the infrastructure and Education. The emphasise was on stabilising Rwanda.

    Government recognized that sustainable development could be achieved through the enabling role of ICT.
  • National ICT Strategy and Plan (NISP)

    National ICT Strategy and Plan (NISP)
    The process to develop a National ICT Strategy and Plan (NISP) with the relevant stakeholders started with a series of workshops. It was supported by the United Nations Economic Commission for Africa (UNECA).
  • ICT-led Integrated Socio-Economic Development Framework

    ICT-led Integrated Socio-Economic Development Framework
    The ICT-led Integrated Socio-Economic Development Framework was released for national debate and consultation. Debate was lead by the Ministry of Education, involving workshops with its focus on the critical importance of human resource development.
  • The ICT for Education Policy was developed.

    The ICT for Education Policy was developed.
    The Global Education Alliance (GEA) supported a number of stakeholders drafting the policy document. The Government of Rwanda encouraged comments and input from stakeholders before finalizing the draft document.
  • The Rwandan government adopted its Vision 2020

    The Rwandan government adopted its Vision 2020
    Vision 2020, the National Information and Communication Infrastructure Plans (NICI), the ICT in Education Policy and related Implementation Plan make significant reference to the role ICT can and will play in developing a Rwandan, knowledge-based society.

  • Strategic Implementation Framework

    Strategic Implementation Framework
    A Strategic Implementation Framework with the vision and understanding of how to support the Ministry of Education (MINEDUC) to establish ICT in Education and the Education Sector Plan, was formulated in Kigali. The primary role players were MINEDUC officials, ICT companies in the private sector, local and international donor agencies, Rwandan academic institutions and the Global Education Alliance (GEA)

  • A draft copy of the ICT in Education Policy was formulated. Key focus areas were presented to the main stakeholders and mapped the major ICT initiatives in Education. It resulted into the following policy action plan:

    1: Use ICTs for formal education
    2: Use ICTs for informal education
    3: Improve formal education in ICTs
    4: Improve informal education in ICTs
    5: Raise public awareness of ICTs
    6: Help educational institutional improve their business processes
    7: Promote research and development
  • Rwandan Education Board (REB) was appointed by the Government.

    Rwandan Education Board (REB) was appointed by the Government.
    This Board established that the department was to provide for ICT in Education Policy. Its core function is to coordinate ICT in Education initiatives and to promote partnerships.

    online resources.Open Distance Education University will be up and running.
    Teacher professional development and online community established.

    70% of schools equipped with Smart Classrooms and power
    (grid, solar or petrol generator).
    HLI will deliver 80% of the teaching using digital courses and
