The Socio-economic environment of the country after the genocide was marked by poverty, disease and devastation. The government through its leadership wanted to resolve these issues by strengthening the infrastructure and Education. The emphasise was on stabilising Rwanda.

Government recognized that sustainable development could be achieved through the enabling role of ICT.

The process to develop a National ICT Strategy and Plan (NISP) with the relevant stakeholders started with a series of workshops. It was supported by the United Nations Economic Commission for Africa (UNECA).

The ICT-led Integrated Socio-Economic Development Framework was released for national debate and consultation. Debate was lead by the Ministry of Education, involving workshops with its focus on the critical importance of human resource development.

The Global Education Alliance (GEA) supported a number of stakeholders drafting the policy document. The Government of Rwanda encouraged comments and input from stakeholders before finalizing the draft document.

Vision 2020, the National Information and Communication Infrastructure Plans (NICI), the ICT in Education Policy and related Implementation Plan make significant reference to the role ICT can and will play in developing a Rwandan, knowledge-based society.

A Strategic Implementation Framework with the vision and understanding of how to support the Ministry of Education (MINEDUC) to establish ICT in Education and the Education Sector Plan, was formulated in Kigali. The primary role players were MINEDUC officials, ICT companies in the private sector, local and international donor agencies, Rwandan academic institutions and the Global Education Alliance (GEA)
