    Rojas Pinilla's government was 'created' due to the ineffectiveness of the past administrations, in which there was a constant dispute between the Conservative vs. the Liberal party. His government was characterized by multiple technological advances, women's suffrage and also a strong sense of censorship and a lack of freedom of expression.

The main objective of this political agreement was the reorganization of the country after the presidential term of General Gustavo Rojas Pinilla.
