In 1991, Charlie Baker joins the WIlliam Weld Administration as undersecretary of health and human services. William Weld was the newly elected rebuplican Governor of Massachusetts.

From 1992 to 1997 Charlie Baker worked under the Weld Administration and for his last year in office, Baker worked under Paul Cellucci. Baker served as secretary of Health and Human Services from 1992 - 1994 and then was secretary of Administration and Finance untill 1998.

In 1994, William Weld appointed Charlie Baker as secretary of Administration and Finance. Baker stayed in this postion untill 1998 and during his four years in office there was a coninous decline in the unemployment rate. In 2014 Baker released a campaign ad, titled "Delivers," claiming he was personally responsible for lowering the number of families on welfare during his time as secretary of Administration and Finance. This comment created a lot of backlash from Baker's competitors.

As secretary of Administration and Finance, Charlie Baker had a large role in Boston's famous Big Dig project. Accoring to Boston.com, Baker was "a cheif architect of a financing plan to sustain the poject during it's peak constructio n years, just as federal support was diminishing." Baker put in the idea to raise toll prices in order to help pay for the Big Dig. The project ended up costing $15 Billion and Baker told the Globe that he will not spend money the state does not have.
