Changes for the Process of Identification of EBDs

  • Oregon Creates a Checklist

    The state of Oregon created an EBD Eligiblity Checklist. The checklist consists of different characteristics a student with an EBD might have. For each section, you check off yes or no. However, there is no designated number for how may of the criteria should be checked as yes or no in order to diagnose the child with an EBD.
  • Form a Team

    You must first form a team who is qualified to interpret the evaluation results so an IEP can be developed.
  • Referral for Evaluation

    The local education agency receives or initiates a referral for evaluation. The parents are notified and appropriate permission is required for the evaluation to begin.
  • Evaluation Process Begins

    The evaluation process cannot begin until the school staff and parents/guardians have agreen that an evaluation is necessary and permission is given.
  • IDEA 97 Federal Definition

    Student exhibits at least on of the following characteristics over a long time that adversely affects a student's education:
    -Inability to learn that can't be explained by health factors
    -Inability to have relationships with peers and teachers
    -Inappropriate behaviors/feelings under usual circumstances
    -Generally unhappy or depressed
    -Student usually develops physical symptoms/fears associated with school/personal problems
  • Wisconsis's Definition of EBD

    Wisconsin defines what an emotional behavioral disability is.
    They state that the IEP team can identify a child as having EBD if the child meets the difinition and their criteria.
    -Behaviors that are severe, chronic, and frequent
    -Occurs in school and at least one other setting
    -The child must also display at last one other of the characteristics they mention in their definition
    The team must rely on multiple sources and cannot identify or refuse to identify based on another disability
