The "Battle of Detroit": Dr. Destroyer is defeated battling Earth's superheroes, but activates a device that destroys most of Detroit. Later that year, the American government, several major corporations, and numerous charitable foundations form the Millennium Project to rebuild the city.

Defender and Quantum travel to Millennium City and founds the Millennium City Champions Franchise. Full Tilt is the first to join soon followed by Sapphire and Nighthawk thereafter; Ironclad arrives on Earth and joins the group as well. Witchcraft joins the group late in the year.
