Virginia's delegates vote to succeed from the union. The vote was 88 for and 55 against.

The delegates of western Virginia were of the 55 that voted against the succession of Virginia from the union. They met again in Wheeling to adopt a government to restore the connection of Virginia to the Union.

April 3rd 1862 was the date set by Gov. Francis Pierpont as the date to vone on the constitution. On April 18th they would meet again and the new constitution was approved 18,062 to 514.

The Senate passes the application to make a new state 23 to 17. The House of Representatives approved the bill in December 1862.
