    It was signed in 1941 by FDR. This Act effectively ended the US's pretense of neutrality. It gave the US a way to supply the Allied fighting nations without charging them.

They were one of the many ways of making civilians feel involved with the war. Rationing is conserving supplies that could be used by the troops. They rationed food, gas, and even clothing during this time.
