    It was a war between America and Germany. A promise was made by the Germans to the U.S. in 1916 saying only armed ships but no passenger ships can be sunk without warning. There was a cross channel ferry named the Sussex was torpedoed without warning killing 50 lives. Germany again promised a change in warfare in may by issuing the Sussex Pledge. The Pledge was rescinded in 1917 and the US then entered the war
