The History behind Special Education

  • First Local School

    The first local school in Pinellas County was established, it was known as Clear Water High School in the early days.
  • Developing the State Board

    A state board of education is developed before the civil war. Florida Constitution organized a system of schools, local superintendents appointed by governor and the board of education.
  • Incorporated Cities

    There are 20 incorporated cities in Florida.
  • Deaf Children

    As typical, the time by law a 3 cent fee was given to census takers for deaf children. Later on, this was added for behavioral children. In 1919 this law was removed.
  • Recommendations for the Blind

    The Governor of Florida recommends a school for the blind. Three years after that recommendation, the Florida school for deaf and Blind is established in St. Augustine.
