They wanted a new gonvernment with three seperate branches, two houses, and they wanted congress to have all the power under the Articles. The Virginia plan wanted to create a new constitution by revising the Articles and putting in what they believed would be good for the union.

They wanted a Unicameral congress, States to be equally repersented. The biggest dissagreement the Virginia Plan and New Jersey plan had was should the states be repersented in Congress or should it be on there population? New jersey wanted it to be by population.
