The president, Lincoln, called for a volunteer army from each state to recapture some federal property. This ed to declaring secession by four more slavery states. Both sides were now raising armies and getting ready for battle.

Lee split his army, attacking a surprised Union army in three places and almost completely defeating them. Hooker withdrew across the Rappahannock River, giving the South a victory, but it was the Confederates' most costly victory in terms of casualties.
