It is a small part of the America Recovery and Reinvestment Act. It gives states money via grant programs. It makes better assessments that allow students to think at a higher level and use critical thinking skills. States must improve teacher preparation, revise teacher evaluations, compensation, and retention policies. By doing so they believe that the best teachers will stay in the schools.
