Brown vs Board of Education (1954)
Dealt with segregation of Anglo and African American students. The description of the emotional effects segregation had on children of color led the way for parents to begin advocating for children with handicaps. -
Elementary and Secondary Act (1965)
The first federal grant program that gave money to state institutions and schools devoted to the education of with disabilities. -
Elementry and Secondary Amendments of 1966
Established the first Federal grant support for the education of children with disabilities at a local school level. Established the Bureau of Education of the Handicapped and the National Advisory Council. -
Elementry and Secondary Education Amendments of 1968
Expanded the amendments of 1965 and 1966. It authorized additional support of regional centers for education of handicapped children, services for deaf and blind children, and the recruitment of personnel for the education of handicapped children. -
PARC vs Commonwealth of Pennsylvania (1971)
Declared that some state laws were unconstitutional and mandated that states evaluate and place children with mental disabilities properly. -
Mills vs Board of Education of District of Columbia (1972)
Decreed that children with disabilities be given public education regardless of ability to pay for education. -
Education for all Handicap Children of 1975
Established a process that state and local agencies would be held accountable for providing educational services for all handicapped children. -
Education for all Handicapped Children Act (1986)
Added in the Handicapped Children's Protection Act which allowed courts to award reasonable amounts of legal fees to parents or legal representation which has been brought under civil action. -
Hoeing vs Doe
Decreed that children with disabilities could not be excluded from school due to behaviors. -
Individuals with Disabilities Education Act 1997
Mandated that students with disabilities be part of the district assessments. Also Educators would be required to be part of the IEP team.
