  • Margaret Douglas sentenced to prison

    For one month, Margaret was sent to prison for teaching freed slaves children how to read and write (Skiba, Simmons, 265).
  • Brown v. Board of Ed

    The idea was to separate Special education students into their own rooms for further accommodations but instead the rooms were held to separate the minorities from white children (Skiba, Simmons, 265).
  • High rate of Special Ed students

    Research shows that there were a large amount of students of the minority decent in special education classrooms. More were rated as mentally retarded than on level (Skiba, Simmons, 265).
  • Individuals with Disabilities Education Act

    IDEA took place after the civil rights movement (Skiba, Simmons, Ritter, Gibbs, Rauch, Cuadrado, Chung, 264). This is for students within a public school setting (UnderstandingSpecialEducation.com 2016).
  • Education for all Handicaped Children Act

    Enforced standardized testing and reduced the level of minorities who were not receiving proper education but instead received isolation due to their race (Skiba, Simmons, 266.)
  • U.S. Department of Education; Office of Civil Rights

    Data had been consistent throughout the years of the disproportionate testing and treatment of minority students even after civil rights acts (Skiba, Simmons, 266).
  • Fuchs and Fuchs

    Test languages did not vary for students. This negatively effects minority students and English Language Learners. Their test scores were not accurate to their comprehension and intelligence (Skiba, Simmons, 271).
  • Reauthorization of IDEA

    The idea was to reduce the amount of drop out rates, as well as the mislabeling of minority students. (Skiba, Simmons, et al, 265)
  • Individuals with Disabilities Education Improvement Act

    States no longer over identify or under treat students due to race. States must collect data overtime on all students, funds are to be specifically used on the children supported and monitor local education agencies (Skiba, Simmons, 267).
  • District Court Orders for FAPE, LRE and parental rights

    Here the schools are to be responsible keeping the child in the least restrictive environment. If not possible the parents may remove their child and place them in another school that follows IDEA. (Wright, Wright, 2019).
