Before being president of the Government, he was Minister of Public Administration and Minister of Education and Culture. Upon reaching the Government, obtaining absolute majority, its economic policy focused on readjustments aimed at solving the economic crisis. His government was marked by several corruption scandals involving dozens of members of his party (Gürtel).

He rose as president with the support of a sufficient number of parliamentarians in a motion of censure against the government of Mariano Rajoy in June 2018. This would be the first motion of censure that goes forward in the history of democracy.
