In 1900 all elementary school students will learn spanish and English as a special class and in the High schools all the classes will be given in English and spanish will be given as a special class. -
Proyects of the Bilingual Education
540 teachers from Puerto Rico were sent to united States to study English at Gornell and Harvard University. Teachers had to take an anual text of Enlgish. Was established a classification system for the teachers. -
English as a medium
Theodore Roosvelt's commissioner of education re-established English as a medium of instruction in all grades. -
Spanish; the vehicle of learning
At this time there was a law project that made compulsory Spanish as a medium of instruction. -
Language's policy
Spanish was reinstated as a vehicle of instruction in the grades of first to forth grade and the English will be used in half of the subjects of fifth to eight grade and in secundary schools, the other half will be in Spanish. -
Dr Josè Padin language policy
Dr. Jose Padin policy required all subjects except English to be tought in Spanish in the first eight grades. -
Bilingual program
Gallardo tried to implant a bilingual program at schools but there were a lot of public dislike. -

The commisioner of instruction Dr. Mariano Villaronga decreed the teaching of Spanish in all levels. -

In this period were implanted in Puerto Rico under the government of "Partido Popular Democratico" the bilingual proyects in the school "Padre Rufo y Papa Juan XXIII. -
The teaching of Spanish and English
Spanish is the vernacular Language of instruction in all grades of school and University and English will continue to be teached as a second language.There are some schools implementing bilingua leducation.
