    Board of Education vs Rowley (1982) was one of the first Interpretation of the Education Amendment Act. lead formal and non-formal systems in public and private schools. The supreme court opinion on the IDEA is that students must receive the same educational benefits. There were some documents that they felt were uncertain about the F.A.P.E Act. The supreme court also decided that all school districts will provide IEP and it shall be under the IDEA.

    P.A.R.C. Pennsylvania Association for retarded children v. Commonwealth of Pennsylvania (1972). P.A.R.C. sued the Commonwealth of Pennsylvania for allowing public schools to deny education to certain exceptional children. P.A.R.C Challenged the law excluding students from attending a with others.
