Lancaster 2040 Timeline

  • Project Kickoff

    The Lancaster County 2040 - Comprehensive Plan Update began in November of 2021. Meetings will be held with the project Steering Committee, Planning Area Focus Groups, the Planning Commission, the County Council, and the public throughout the process.

    Research and Baseline Review

    The initial phase of the project includes a baseline review that examines a wide range of data points and information related to land use, development, environmental features, infrastructure, existing plans, and similar information. During this phase, listening sessions with a wide-range of experts across the community in development, education, County staff, community organizations, and others will be conducted to help with gathering additional background information.

    The survey will be open from March 11 - April 11.

    Topic Area Exploration

    This phase of the project will take a closer look at growth management, transportation, loss of agricultural and rural lands, natural resources extraction, stormwater management, recreation, open space, environmental stewardship, and sustainability, economic development, and community beautification.

  • Public Input Meeting - Del Webb Library

    You are invited to a public drop-in meeting any time between 2pm and 7pm at the Del Webb Library on June 28 to learn more about Lancaster 2040 and provide your input.
  • Public Input Meeting - Historic Courthouse

    You are invited to a public drop-in meeting any time between 2pm and 7pm at the Historic Courthouse on June 30 to learn more about Lancaster 2040 and provide your input.
  • Public Input Meeting - Heath Springs Train Depot

    You are invited to a public drop-in meeting any time between 4pm and 7pm at the Heath Springs Train Depot on July 12 to learn more about Lancaster 2040 and provide your input.

    Prepare Area Plans

    Plans will be developed for the County as a whole and each of the three distinct geographic areas of the County; the Panhandle, Greater Lancaster, and Southern Lancaster.
  • Agriculture & Natural Resources Forum

    Please join us on Thursday, September 8 for the Agriculture and Natural Resources forum at the Kershasw Town Hall. At the forum, subject matter experts will discuss agriculture, forestry, natural resources, mining, and conservation trends and issues related to Lancaster County. After the presentations, meeting attendees will have an opportunity to ask questions and discuss ideas with the panel.
  • Economic Development Forum

    Please join us on Thursday, September 29 for the Economic Development forum at the County Administration Building. At the forum, subject matter experts will discuss local, regional, and statewide economic development trends and issues related to Lancaster County. After the presentations, meeting attendees will have an opportunity to ask questions and discuss ideas with the panel.
  • Land Use & Growth Management Forum

    Please join us on Thursday, October 13 for the Land Use & Growth Management forum at the USC-Lancaster Bundy Auditorium. At the forum, subject matter experts will discuss land use and development trends and issues related to Lancaster County. After the presentations, meeting attendees will have an opportunity to ask questions and discuss ideas with the panel.
  • Transportation Forum

    Please join us on Thursday, October 27 for the Transportation forum located at the CrossRidge Conference & Event Center. At the forum, subject matter experts will discuss transportation trends and issues related to Lancaster County. After the presentations, meeting attendees will have an opportunity to ask questions and discuss ideas with the panel.

    Prepare the Comprehensive Plan

    Once the area plans are prepared, the Comprehensive Plan will be prepared. Public input and review meetings are tentatively planned for August.

    Steering Committee review of the Draft Plan and recommended changes prior to public review.
  • Public Input Meeting - Kershaw Branch of Lancaster County Library

    This meeting will begin at 6pm and will include a presentation and opportunity for comments. The address is 101 N. Hampton Street in Kershaw.
  • Public Input Meeting - Lancaster County Historic Courthouse

    This meeting will begin at 6pm and will include a presentation and opportunity for comments. The address is 100 North Main Street in Lancaster.
  • Public Input Meeting - Del Webb Library

    This meeting will begin at 6pm and will include a presentation and opportunity for comments. The address is 7641 Charlotte Highway in Indian Land.

    Steering Committee review of the public comments and recommendation to the Planning Commission.
  • Planning Commission Special Meeting

    The Planning Commission will convene at 6pm on February 15 in the County Council Chambers to consider the Draft Lancaster 2040 Comprehensive Plan.

    Adoption Meetings

    The County Council will consider adoption of the Lancaster 2040 Comprehensive Plan during the month of March.
  • County Council First Reading and Public Hearing

    County Council will provide their initial review of the plan and allow for public comment during the meeting.
  • Second Reading of the ordinance to adopt the Plan

  • Third Reading of the ordinance and anticipated adoption

  • Project End Date

    The implementation of the Plan will begin.
