Carter went to Georgia Southwestern Junior college, and joined the Naval ROTC program, and continued on to the Naval academy in in Annapolis, to study engineering.

Carter married his wife Rosalynn, and had three sons and one daughter.

Before Carter's election, he worked on Naval submarines and was the electronics officier on the USS Pomfret. For this time he lived in Pearl Harbor HI and worked through the naval base there.

Carter's response to the capture of the American embassy in Iran when about 60 americans were held hostage was to impose an oil emnargo against Iran, until the control over the embassy was relinquished.
