People in the Middle East used windmills mainly for food manufacturing. Travelers returning to Europe brought this idea back with them. The Dutch changed up the windmill so it could drain lakes and marshes in the Rhine River Delta. http://windenergyfoundation.org/about-wind-energy/history/

When colonists took this wind technology to the New World, they started using windmills to push water. This new tech was used on farms and ranches. Later it was used to generate electricity for industry. http://windenergyfoundation.org/about-wind-energy/history/

American colonists used windmills to crush wheat and corn, pump water, and to cut wood at sawmills. With the development of electric power, wind power found new applications in lighting buildings mainly from wind generated power. http://windenergyfoundation.org/about-wind-energy/history/

Small wind plants, mainly for farms and residences, and bigger utility-scale wind farms that could be connected to electricity grids were thought up of, and created. The wind turbine was patented by Putnam Palmer Cosslett. http://windenergyfoundation.org/about-wind-energy/history/

The cost in oil went up by a lot, it was to expensive for most people so they came up with the idea to use more renewable energy especially electricity generated with wind turbines. The government was forced to help fund in this type of renewable energy.
