The Connecticut Asylum for the Education and Instruction of Deaf and Dumb Persons (later named the American School for the Deaf) was opened in Hartford, Connecticut in 1817. This was the first special education school in the US. This school was started by Thomas Hopkins Gallaudet, he was the first principal there, he thought it was his responsibility to educate the disabled. -
At this time there was an emergence of special education. Public school teachers were calling for special classes for students with learning disabilities because the number of these students were rising. Rhode Island was the first to lead the way, in 1896 they opened the first public special education class in the US. This was the start of public special education. -
This council was formed to inform and teach those who live and work with children with disabilities. It is an organization that is still around today. They help parents, teachers, and other school staff learn about the education or individuals with disabilities. It has improved education for all disabled people by advocating policies, educating the public, and setting standards for professionals.

The National Association for Retarded Citizens is now called ARC/USA and was originally a parent advocacy group. This association helped identify children with disabilities and mental retardation and bring them out of their houses. -
This court case established due process procedures to make sure all students including those with disabilities had equal rights. At the time the District of Columbia denied access to education for students who were special needs. This made it where the board of education must provide a free public education services or pay for a private alternative based on the individual students needs, no matter the cost. -
President Ford signed this act to guarantee a free, appropriate public education for each child with a disability. For schools to get federal funding they had to provide a free and appropriate education (FAPE) for all students with disabilities. School were now held responsible for evaluating students and making a plan as a team for the best education for that individual child, this was called an IEP. This act replaced the Education of Handicapped Act from 1975. The Individuals with Disabilities Education Act or IDEA says that children with disabilities are entitled to a free appropriate public education regardless of level of ability. This act strives to give all children equal access to their education. It also gives additional special education services and procedural safeguard. It also added the requirement to have a transition plan for students by 16. -
This act helped those with disabilities outside of the public school system and reinforced the rights within the school system. This act prohibits discrimination by your employer, services received by state and local governments, in places of public accommodation, transportation and telecommunications. -
President George W. Bush signed the No Child Left Behind Act. This act required that each state developed assessments for their state that assessed basic skills the students needed to know. Each state had to do this in order to receive funding for their schools. This act was focused on closing the gap with accountability, flexibility, and choice so that no child was left behind. -
This act was a revision of the No Child Left Behind Act. The focus of this act was to adequately prepare students for what comes after school ends. This act made it possible to use school funds to focus on things like preparing to move on to a career or college. This act also increased accountability for schools and gave more choices to families.
