    Autism is introduced by Dr. Leo Kanner at John Hopkins. Kanner described Donald and ten other children in a 1943 paper entitled, Autistic Disturbances of Affective Contact. Kanner took the term "autism" from Eugene Bleuler who used to describe inward, self-absorbed behaviors in adults with schizophrenia.

    PARC (Pennsylvania Association for Retarded Children) wins and FAPE (Free and Appropriate Public Education) is established for every child with mental retardation from ages 6 to 21 in the state of Pennsylvania.
  • Mills vs. Board of Education District of Columbia

    Mills vs. Board of Education District of Columbia
    Mills sues on behalf of 18,000 disabled children. Another lawsuit under the provisions of the 14th amendment. The Mills case outlined the due process guarantees for children with special needs and their parents/legal guardians. It became the basis for PL 94-142 (later IDEA).
