Children are brought to countries illegally by their parents, and have no say in the matter. They should not be held accountable for actions in which their parents chose by denying them an education. When people don't stand up for their rights, progress cannot be made towards cultural integration.

By the state deciding to do so anyway just shows discrimination for children of various backgrounds. They didn't choose to come to this country illegally and they should be awarded education regardless of their parent's actions.
