The U.S. legislature passed certain acts that would prohibit discrimination based on disabilities, gender, and race in public schools. Some of these are Title VI of the Civil Rights Act, Title IX of the Education Amendments Act, and Section 504 of the Rehabilitation Act.

President George W. Bush reauthorized the Elementary and Secondary Education Act and renamed it No Child Left Behind. This act marked the start of standard-based testing reforms as well as penalties for schools that didn't meet the yearly progress goals.
