Historical Timeline for Students with Exceptionalities

  • Brown vs Board Education

    Ruled that segregation w/ public schools was illegal, this ended the law of segregation based on race. This was a major part of the civil rights movement. The courts ruled that racial segregation in public schools violated the equal protection clause of the 14th Amendment overturning the separate but equal doctrine called 1896 Plessy v Ferguson.This historical ruling supported the needs of students with disabilities because it gave equal opportunity for education for all students.
  • P.A.R.C v. Pennsylvania P.A.R.C.

    Pennsylvania argued that the exclusions of “retarded children” complained of are based upon four state statutes. The court ruled that the state law denying access to some children was unconstitutional. This was historic because it was the first lawsuit to challenge such laws. It also set new standards for education laws. This ruling was historical because it supported the needs of students with disabilities because the Mills class action lawsuit was brought in 1972.
  • MILLS V BOARD of education of District of Columbia

    The court ruled that students with disabilities must be given a public education even if the students are unable to pay for the cost of the education. This case also est. that all children are entitled to free public education. The rulings supported needs of students w/ disabilities.There were seven school-age children who had been denied placement in a public educational program for substantial periods of time because of alleged mental, behavioral, physical or emotional disabilities.
  • Board of Education v. Rowley

    The Rowley, case on June 28, 1982 trialed in the Supreme Court ruled that the Education of the Handicapped Act of 1974 which was renamed the Individuals with Disabilities Education Act [IDEA] in 1990 and later was amended by the Education for All Handicapped Children Act of 1975, did not require that the special instruction and supportive services provided under the law by state governments to disabled students be designed to help them achieve their full potential as learners.
  • Americans with Disabilities Act

    The Americans with Disabilities Act became law 1990. The Americans with Disabilities Act is civil rights laws that prohibits discrimination against individuals with disabilities in all areas including jobs, schools, transportation, in public and private places are open to general public. This act has paved the way for special education students because of it disabled students are able to attend school with no restrictions because of their disabilities.
  • Disabilities Education Act

    The Individuals with Disabilities Education Act makes sure that all children with disabilities are entitled to a free appropriate public education to meet their unique needs and prepare them for further education, employment and independent living. This act contributed in a major way to special education because it made it easier for you to get your child the help they need. It also makes it illegal to discriminate against people with disabilities at work, in school and in public spaces.
