    The first State Board of Education is created in MA with Horace Mann becoming the first secretary of education. He believed that school should be accessible to all, regardless of race, wealth, or gender.     Schools across the U.S desegregated
    Brown VS. Board of Education was a supreme court case that "separate but equal" was indeed not equal.
